    Abstract
    Indian multipurpose communications satellite INSAT carries a MSS transponder with a almost 10 dB lower G/T and EIRP compared to a full fledged Mobile satellite system like INMARSAT.  The INSAT MSS foot print covers Indian main land, its islands and adjoining sea areas. Many parts of India being disaster prone there is an urgent need of providing communications during disaster using INSAT. It is a technological challenge to design a reliable hand portable satellite phone that uses INSAT MSS payload and that can be used during disaster. To meet this requirement a small hand portable S-band satellite terminal, termed INSAT MSS Type-D Terminal and corresponding Hub system is developed by Space applications Centre of ISRO. The system uses star network topology. Communication is possible among terminals in PAMA and DAMA mode through a specially developed NMS at Hub. The terminal can also communicate to any land line or mobile phone through a Gateway at Hub. 
    
    The design challenges include low battery consumption, low weight, convenient package for user friendly deployment and operation. This encompasses the design of low weight Trans-receive patch array antenna, improvement in G/T through distributed receive amplifiers, direct modulator for the transmitter and low IF architecture for the receiver, design of software based modem, coding and base band subsystem and reduction of power consumption through careful selection of low power devices and DC power distribution system and packaging. The developed terminal features compare equally and sometimes better then similar terminals from other satellite systems. 
    
    INSAT MSS Type D terminal operates in S band and has -8.5 dB/K G/T and 18 dBW EIRP and provides 4800 kbps coded voice communication facility. It has a talk time of 4 hrs and listen time of 24 hrs with fully charged battery. The terminal is housed in a foldable package with top lid containing the RF and antenna with an overall dimension of 37 cm x 21.5 cm x 60 cm. The system has been realized and successfully tested and field tried in different environments across India. The field users appreciated the ease of operation and the  quality of voice provided by the system. The system is now under production by an Indian industry.
