    Abstract
    Satellite Communication Systems are constructing from Single Satellite, Constellation Satellite to Satellite Network, we had researched on the S-UFP protocol for the satellite communication network. In this paper we research on the high level architecture for the multi layered satellite communication network and focused on the key technology of on-board router, which is the core component of the satellite communication network. The multi layered satellite network consists of GEO, MEO and LEO satellites. The protocol stacks and other key technical items are analyzed for this requirement.
    
    The function and architecture of the on-board router are researched. It includes the user switch network, router layer switch network, control unit, route switcher, and interfaces etc. The interfaces of the on-board router to the inter satellite links are focused, the design and the implement are given.
    
    The requirement for the router management are discussed, it includes the service process management, router table management, congestion management, remote measurement and control management, transfer management and security management etc.
    
    The design and implement are simulated in the OPNET environment, the performance of the on-board router are evaluated for different scenarios. Voice service, video service and data service are transferred for fixed and mobile users. It gives a good reference for the on-board router.
