    Abstract
    Space Applications Centre has developed a One-way Reporting system to report user location and / or messages through INSAT MSS transponder. A small handheld terminal with built-in GPS receiver and message editor uses transmission to Hub through INSAT transponder. The Hub puts the position and messages in a web portal which could be accessed only by authenticated users. Fleet monitoring service from non-cellular coverage area is benefited with this system. Major benefit is for the fishing boats and sea faring veassels in the Exclusive Economic Zones in the Indian coastal region. Department of Fisheries, Govt. of India has initiated installation of the system. Message sending capability along with its position has enhanced the system utility for Search and Rescue operation during disaster which is not available with the existing PLB or EPIRB. There is a facility to send the position / message received at the Hub to authenticated mobile phone user through SMS. This feature has also enhanced the system utility. Govt. of India has permitted licensed private operators to use such  mobile system through INSAT. With future multi-beam  mobile satellite planned by ISRO and with multiple applications that this Reporting system can support the economics of the system is expected to be attarctive for private use.
