    Abstract
    The international satellite communications systems got established in 1960s and 1970s well ahead of individual domestic systems of many countries.  Countries who wanted to take early advantage of satellite communication systems adopted the path of using these systems to meet their domestic communication requirements. Accordingly national policies and international treaties were created to facilitate such usage. Many of the countries used Intelsat system for domestic fixed satellite services till they could establish their own systems. Some of the countries used Inmarsat system mostly for emergency and disaster communications. The emergence of global personal mobile communications systems required substantial changes in the domestic policies of the countries and required adoption of the GMPCS regulations that evolved internationally. With the privatization of international and intergovernmental systems, the use of private satellite systems having international foot prints required a different regulatory frame work on use of ‘foreign’ satellite systems. This paper describes the experience and regulatory policy frame work in some of the countries as an example on the use of private international systems for different satellite based applications.
