- Abstract
Underground caverns on the Moon as described by Robert Heinlein in 1966 may be modified and updated for future construction. Building code provisions are recommended with enforcement agency supervision. A likely design will be asserted. External tanks in LEO may be used to strengthen tunnels and lava tubes. The risks of tunnel collapse needs to be evaluated and legal standards published in a building code for the Moon. By treaty, all nations may visit other party’s habitats so international rules should be developed. Alternatively, local standards may be utilized as published by the Lunar Economic Development Authority or a similar venue-wide authority on the Moon so all developers live by the same standards.
