    Abstract
    The French space agency (CNES) has set up an internal organisation called PASO (orbital systems architecture plateau), to carry out all its preliminary phases related to systems based upon satellites.
    
    This article is dedicated to the method used to conduct each preliminary phase. This method makes the production of scenarios more efficient, being based on the notion of "deciding factors". Each scenario links one mission specification with one technical design, and with a programmatics approach for the next phases of the project.
    
    This method, which is illustrated by the SAMPAN project, establishes a deep relationship between the system's customers and those who create the technical solutions. In some cases however, this method reveals a lack of coherence with regard to the mission's specification.
    
    In this article, we focus on the "concurrent engineering center" that has recently been inaugurated at the PASO. Some preliminary phase teams work here for periods of several days. Collective efficiency is improved by direct relationships and the use of a collaborative tool provided by ESA (European Space Agency).
    
    Taking for granted that there is a lot at stake at the beginning of a project, PASO significantly adds to the efficiency of CNES in it pursuit in serving the French state.
