    Abstract
    The paper presents initial results and a process used to identify areas of space applications offering the highest potential for long-term societal and economic benefits in Poland. The purpose of the ongoing analysis is to provide guidance for efficient allocation of public R\&D funding.
    
    The research is conducted by the Polish Space Office within the framework of the Foresight project "The future of satellite technologies in Poland". This project aims at demonstrating possible benefits of satellite-based services to the development of Polish economy and recommending the most promising areas of space applications within a perspective of year 2020.
     
     
    It has been historically proven that long-term development of space applications has offered significant benefits, both societal and economic (e.g. meteorological services, navigation, emergency communication in distress, satellite television). However only the development of some can be effectively influenced by actions of public sector. Furthermore, in many cases the obstacles for development are rooted in organisational or legal issues, not insufficient R\&D funding.
    
    Therefore the challenge for the analysis is to:
    
    - identify the wide scope of potential options of future developments of space applications
    
    - select the most promising areas, either in terms of economic or societal benefits
    
    - properly identify those, where public actions can have a considerable effect 
    
    - assess nature of obstacles hindering their development (lack of funding, legal or organisational issues
     
     
    As societal and economic situation in Poland is similar to that in several other countries, particularly in Central and Eastern Europe, it is reasonable to expect that results of the analysis may be interesting and potentially useful for others.
    
    Furthermore, the methodology used for the analysis can be easily adopted to guide long-term development of space applications for areas in a very different situation, in particular for developing countries. Therefore the secondary purpose of the paper is to present this methodology and to evaluate its usefulness and flexibility.
