- Abstract
This paper will reflect of the possible paths for space development in the coming decades if many of the nations of the world make exploration of the solar system the central focus of government programs. It will also examine alternate, more Earth-oriented priorities that could shape future space activities, as outlined, for example, in the 2003 space White Paper of the European Commission. These are not mutually exclusive possibilities, and by the end of the 21st century it is possible both that space systems will play and even more important economic, national security, and public good roles vis-à-vis the Earth and also that off-Earth activities based on the use of extraterrestrial resources will have emerged. The year 2100 may see humans being borne and living much of their lives in locations other than their Home Planet.
