- Abstract
A civilization and mankind, as alive matter, which is most highly organized one and so the least steady to intensive change of environment, probably has enough gloomy prospects of the further existence on the Earth. The uncontrolled growth of a human population, poisoning and destruction of the interconnected organism of the around world, accompanied civilizations, are similar in something to the cancer influence on the person organism. At least, the mankind survival guarantees in such conditions are based on the operative solving the following several global problems, which pursue a mankind. Power. The problem consists of combination of the following factors. (1). An intensive exhaustion of irreplaceable natural energy sources, which the nature saved during millions years. (2). Insufficiency of replaceable energy sources and also impossibility to cover the increasing civilization requirements, approximately only 27-30 It is necessary to solve the power problem just now. Orientation directly to the solar energy and its transportation from the low Earth orbit to the ground with the help of existed space-rocket technologies and other highly scientific branches of engineering is a substantiated one. Ecology. The fast pollution and exhaustion of inhabitation spheres takes place just now. About 40 There is a sharp necessity of recovery of the Earth recreational opportunities, transfer of the most harmful technologies of extraction and industrial production into the low Earth space etc. So, the resource means for the space industry, at use of these technologies, may be directly received from the planetary space. It means the metal asteroids (Asteroid utility concept), in particular. The highly scientific space-rocket and nuclear branches have such opportunities. Asteroid danger. From one side, a danger of partial or full destruction of an intellectual part of the alive world in our planet due to meeting with the large space bodies is quite probable (Asteroid danger concept). From another side, development of very expensive safety space system (space monitoring, defensive system etc.), which will not be required within millions years, complicates a situation extremely. Its solving is quite possible on the basis of the asteroid utility and asteroid danger concepts combining as the main functional elements of the systems are equal. The hi-tech space-rocket and nuclear branches are also the base ones in realization of such incorporated program. Political and confessional oppositions. It is not a secret that the political and confessional distinctions and excesses on their ground are consequence of the vital resources limitation and organizational form of struggle for them. These processes will only accrue at environment exhaustion. The exception of such prospect is possible on the basis of maintenance of the resources sufficiency and creation of equal conditions for their using. Solving the above global problems will potentially create the conditions for overcoming the dangers, which threaten a civilization. Thus, the bases of a guarantee mankind survival on the Earth are the understanding of dangers of already formed situation, comprehension of necessity of the urgent actions on mobilization of resources and association of the international efforts, and also orientation to opportunities of the highly scientific knowledge branches, first of all, to the space-rocket branch. A concept of using the space-rocket and nuclear branches is created in interest of humanity. The favorable conditions for discussion and achievement of mutual understanding will appear at the international meetings and UN special sessions, devoted to the review of realizing the Agenda for XXI century (Rio+15 will be held in this year). The second epoch-making "Summit of the Earth" (after Rio de Janeiro (1992)) will be held in 2012. In such case, the incorporated political will and including the concept of space orientation of civilization in the Agenda for XXI century are needed.
