    Abstract
    Recent development of the UN adoption of guidelines on space debris mitigation would be one of the very important issues in the space activities.
    In this article we discuss the impact and implications of the guidelines through long time negotiations process among space powers and organizations. These discussions could have implications on national regulations and policies on space debris control. We discuss the national legislations with comparative studies among space powers. Is it necessary to elaborate international regulations for space debris mitigation through international cooperation?
     .We discuss Japanese national policy and guidelines and future national legislation in relation with protection of space environment for further development commercial space activities.
