    Abstract
    Mexico for decades has been an enthusiast pioneer in the space race. This has been reflected in many participations of this country in national and international space projects like Mexico-U.S.A. Commission for Space Observation related with the MERCURY Project developed by the  United States in the year of 1961 or the creation of the National Commission for Outer Space in august 31 1962 with many successes. Since then, the contributions, studies, developments and investigation in space research are numerous in fields like Astronomy, Radio Astronomy, Medicine, Physics, Chemistry, Engineering, Biology, and many more. Unfortunatly today these efforts are disseminated, without coordination and no legal frame.
    
    
    In the last three years Mexico has seen again the necessity of concentrate all this efforts into one specific organ. During February 2007 the House of Deputies approved the Law That Creates the Mexican Space Agency (AEXA) but this is only the first of many legal steps that has to be taken. The purpose of this paper is to give a specific study of all the legal frame, national and international, legal principles and concepts related to the creation of the Mexican Space Agency (AEXA).
