Role of Government Procurements in Developing Space Markets

- Abstract
Initial purchases of Space Systems made by Governments both for military and civil purposes provide incentives to industries to generate new technologies and products while at the same time providing them an opportunity to space qualify their hardware and provide the necessary Space heritage. Space heritage is necessary to improve chances of selling the products in a commercial space market. Growth of markets in Communications, Earth Observation and Navigation satellites are such examples. This Procurement policy while providing growth opportunities are sometimes linked to regulatory policies in the Frequency Spectrum domain and regulations about Export Controls which work against the growth of the commercial space markets. Panelists will be asked to express their views in terms of what they feel helps and what they feel hurts the growth of the Commercial space markets and what changes they would like to see in Government Procurement policies to enhance their potential to create growth of space markets.
