    Abstract
    The history of the Asia-Pacific Cooperation in Outer Space sci-tech is going on only several years and one of its outstanding achievements is the establishment of APSCO (Asia-Pacific Space Cooperation Organization). 
    Asia-Pacific Space Cooperation Organization is an intergovernmental international organization composed of countries of Asia-Pacific area (to be the members of the United Nations), and its headquarters is located in Beijing. Its tenet is to promote the multilateral cooperation among the organization members in the field of space science, technology and its applications and to provide assistance in technical R&D, applications, ability training and etc.
     The Sino-Russian Treaty of Outer Space, namely “TREATY ON THE PREVENTION OF THE PLACEMENT OF WEAPONS IN OUTER SPACE, THE THREAT OR USE OF FORCE AGAINST OUTER SPACE OBJECTS”which has totally 14 articles 
    The aim of the treaty is emphasizing the rights to explore and use outer space freely for peaceful purposes, keeping outer space from turning into an arena for military confrontation, in assuring security in outer space and safe functioning of space objects, preventing the placement of weapons and of an arms race in outer space would avert a grave danger for international peace and security, keeping outer space as a sphere where no weapon of any kind is placed.
