    Abstract
    Common man dream to experience the space will no more be a dream in near future, but as the word common man portrays other dimensions which influence the common man wish to  travel or not. These dimensions are cost involved in experiencing the space, Safety to their lives, Quality of operations which is indirectly related to safety of passengers and cost, and security which is again related to Safety and Cost. People think that in order to insure quality and safety into various operations cost involved is high which indirectly effects the  travel cost in space ship. But this may not be true for all the operations. This particular paper discusses about various methods to incorporate Quality and Safety at the same time in a constrained budget. This paper also discusses about various Quality and Safety aspects of passengers and how to incorporate them so that the fear of experiencing the space for a common man can be minimized and at the same time with minimum cost. This paper discusses about the various efficient methods to insure quality and safety in space tourism operations and at the same with cost constrained budget i.e. how to incur minimum cost with out compromising on quality and safety aspects. The initial days of the operations need to be pushed by the public funding agencies for ground systems development and other unitary costs. The effective operational cost needs to be considered in creating the ticketing mechanism. This paper also discusses the risks to be incorporated and how an insurance space policy is to be designed so that safety of the passengers will be considered as the highest priority for a successful space tourism business on long term basis.
