    Abstract
Nowadays, the majority of launch service companies are actively working to reduce the cost of the NEO launches, while GEO satellite launches is still very expensive.

In the Yuzhnoye SDO, concept projects for an upper stage and a built-in propulsion system have been developed for transporting satellites from the base orbit to the geostationary orbit. For selection the most optimal way for further works, a detailed comparative analysis was provided, the advantages and disadvantages of each option, as well as improvement ways were determined. As a basis for comparison a telecommunications satellite developed by Yuzhnoye SDO was chosen. The built-in propulsion system is characterized by electrical pumps and composite elements using, high specific impulse and low mass.

The research results has shown the upper stage has advantages only in case of reusability or specific satellite design that does not allow to use a built-in propulsion system. The propulsion system has advantages in the position of payloads and sun panels, mass characteristics, launch cost, etc.
