Abstract

The fall of space debris to the Earth's surface, the number of asteroids moving close to the Earth, the melting of ice and the consequent increase in sea levels (among other risk factors), leads to the conception of the possibility of an emergency or catastrophe that could have consequences in large regions of our planet. This paper analyzes recorded cases and programs designed to attend the possibility of catastrophe.

Then we analyze aspects that require improvements to better manage the damage, particularly the isolation produced by the failure in the satellite communications system.

All this has led to the elaboration of a global protocol to prepare populations to face these situations, regardless of the reduction or destruction of existing local and regional civil emergency systems. Individual preparation contributes to the proximity and speed of measures that allow for a greater number of survivors; it simplifies regional assistance systems and removes the urgency of international mobilization of health and general humanitarian assistance.

This protocol contemplates the aspects that must be considered in the prevention, mitigation and reparation of damages caused by natural or human causes. It is also the conclusion of the critical study of existing programs.
