    Abstract
    As more nations and companies develop space programs and a greater number of people enter international territory, the odds of unlawful behavior and actions increases, in which the matter of jurisdiction and international responsibility becomes an ever pressing issue.
    So far, individual nations and organizations have come whit codes of conduct and are backed by their respective nation’s laws, without much trouble on the matter, however, as international operations and tourism become a possibility, the lack of a code of laws that regulates and punishes criminal actions is of utmost concern.
    The purpose of this paper is to study the problem and proposes a solution to it, based on the principles of maritime law and principles and other historical precedents of the regulation of unlawful actions by individuals and nations as a solution to the problem at hand.
