- Abstract
On May 31, 2023, North Korea launched a three-stage Space Launch Vehicle (SLV), ‘Chollima-1’, carrying a military reconnaissance satellite, ‘Malligyeong-1’. Although North Korea claimed that space development is a universal right for national security as a nation, the international community, including the UN, EU, and NATO, strongly condemned North Korea’s launching of an SLV. It seems to come from concerns that North Korea will develop Intercontinental Ballistic Missiles (ICBMs) by launching SLVs since they are virtually identical technologies. This paper aims to 1) analyze how the technological similarities between SLVs and ICBMs affect the space policies and laws of the two Koreas and 2) predict future space security. Furthermore, the paper will 3) figure out why North Korea has shown an active will to abide by the norms of the international community in launching SLVs, unlike previous missile and nuclear tests, through North Korea’s space law and space policy.
